The Provincial Government of Catanduanes, through the Provincial Health Office (PHO), conducted a Peopleβs Day Health Caravan for Persons Deprived of Liberty (PDLs) at the Bureau of Jail Management and Penology (BJMP) San Andres on February 24, 2026.
Spearheaded by the PHO under the leadership of Dr. Hazel A. Palmes, the activity delivered comprehensive health services aimed at promoting accessible and inclusive healthcare for all sectors.
Services provided during the caravan included medical consultations; dental consultations and tooth extraction; Digihealth services such as mental health assessment, tuberculosis (TB) assessment, and vision screening; Mental Health βKumustahanβ; provision of essential medicines; PhilHealth YAKAP enrollment; and chest X-ray services.
Chest X-ray services were made possible through the volunteer efforts of radiologic technologists from Eastern Bicol Medical Center (EBMC) and Bato Maternity and Childrenβs Hospital (BMCH).
The Provincial Government also extends its appreciation to PhilHealth and the staff of Jose M. Alberto Memorial District Hospital (JMAMDH) for their assistance in facilitating PHIC YAKAP enrollment. Likewise, recognition is given to BJMP San Andres Jail Warden JINSP Jorge T. Gregorio for his coordination efforts in ensuring the smooth conduct of the activity.
The initiative aligns with PhilHealth programs and supports the health agenda of Governor Patrick Alain Azanza, particularly the β5Kβ development thrust, with βKalusuganβ as one of its core priorities.
Through sustained collaboration among provincial offices, national agencies, and healthcare partners, the Provincial Government continues to strengthen its commitment to deliver quality healthcare services to every Catandunganon β including those in custodial facilities.
